Cities: Skylines

Cities: Skylines is a modern city-building simulation from Colossal Order, published by Paradox Interactive. You start with an empty plot of land and turn it into a city: laying roads, zoning residential, commercial and industrial areas, and providing water and power.

It is a game of balance: transport, education, healthcare, fire service, garbage, taxes and budget are all linked, and a jam on one street can become a problem for the whole city. You can plan neatly or experiment with large interchanges. You are limited only by your imagination, and the map editor opens up even more possibilities.

According to HowLongToBeat, a nominal main playthrough takes about 28 hours and a full run about 181, since it is a sandbox with no final screen. A month at roughly 60 hours lets you build several good cities. The game is single-player and works offline, but the Steam Workshop with mods may not be available in the rental.
